Their strategic value is no longer determined by their hardware alone, but by the intelligence that understands their environment, combines information and coordinates systems. This intelligence is becoming one of the decisive technologies in defence. Europe has a strong industrial base for defence systems. But if the AI that will power these systems is developed and controlled outside Europe, it creates a new strategic dependency. Europe must therefore do more than build its own defence systems. It must also own the intelligence that powers them.

The next generation of defence AI will not be rebuilt for every platform. Our defence foundation model is designed as the common technological base for a wide range of systems: from sensors and drones to autonomous vehicles, critical infrastructure, situational awareness and cyber defence.
It is designed to understand different kinds of data. To recognise connections. To make knowledge usable across systems. And to grow more capable with every new application. Just as foundation models have fundamentally changed civilian AI, they will change the architecture of modern defence.
With AGENOR, we are building this shared intelligence layer for a new generation of European defence systems.
