Encode and Decide
Thesis
Autonomous warfare is changing the economics of information and decisions. Sensors will multiply, networks will expand, and data will move at unprecedented speed. The challenge will no longer be access to information, but the ability to make sense of it. The decisive question is no longer who sees more, but who sees clearly. In a world flooded with signals, advantage belongs to the side that can turn noise into insight and decisions before its adversary can do the same.

| DATA SOURCES | Live reports from cooperative aircraft and drones, live incident data |
| REFERENCE | Maps of critical infrastructure and protected assets |
| OUTPUT | AI-driven situational awareness map |
| INPUTS | Situational picture and engagement sequence from the detection layer; consumption, stock and build state from the production network |
| OUTPUT | Proposed commitments and production priorities, with the trade shown. |
| CONTROL | Recommendation to a human decision-maker |

| OPERATING ENVELOPE | Link budgets measured in bytes, not megabits; latency in seconds, not milliseconds; interruption as the normal case |
| CONTROL RATIO | Many units per operator |
| TRANSPORT | Existing low-data-rate satellite constellations, no dedicated ground infrastructure in theatre |
